Abstract

This study investigates how political systems influence the effectiveness of federal COVID-19 interventions by comparing the democratic governance of the United States with the authoritarian model of China. Using the fields of political science, public health, and computational modeling, the research applies fuzzy logic, a mathematical system for handling imprecise data, to evaluate policy effectiveness in both countries. The literature review establishes a foundational link between governance structures and health outcomes, emphasizing the role of political stability, public trust, and institutional design in shaping responses to public health crises. This research contributes to the growing discussion and implications between global health and governance by offering a replicable and computational framework for evaluating public policy effectiveness. It highlights the need for situational approaches to health crises and encourages future research that integrates further cultural, economic, and political variables. Ultimately, this study explains that effectiveness depends on how governance structures align with public health goals and societal values during emergencies.
